ارائه چارچوب تحلیلی از مفهوم حکمرانی متاورسی به‌منظور کاربست مدیریت مشارکتی در حوزۀ ژئوپلیتیک زیست‌محیطی

چکیده

یکی از دغدغه­های اصلی حاکمیت­های سیاسی  محبوب و فراگیر در عرصه­های مختلف، نحوه تعامل و مشارکت آحاد جامعه با بخش­های مختلف حاکمیت است. از این رو، توفیق حکومت­ها در زمینه­های مختلف اجتماعی، اقتصادی، سیاسی، زیست­محیطی و ... بدون مشارکت اجتماعی امری محال است. لذا می­بایست گونه­ای از حکمرانی در کشورها بر حسب ویژگی­هایی نظیر آداب و رسوم، هندسه مناسبات جامعه و شاخصه­های بومی منطقه شکل گیرد که علاوه بر افزایش مشارکت آحاد جامعه در تصمیم­سازی و تصمیم­گیری مسائل مختلف، از ویژگی­هایی همچون پویایی، انعطاف­پذیری، متصل­بودن به ابزارهای ارتباط­جمعی و قابلیت ارتقاء نیز برخوردار باشد. طی دهه­های گذشته و با تغییراتی که در جامعۀ جهانی به­وجود آمده است، نیاز به هوشمندسازی و مدرن­سازی الگوهای حکمرانی بیش از پیش احساس می­شود. بنابراین هدف از این مطالعه ارائۀ چارچوبی جامع و تحلیلی از گونه­ای از حکمرانی است که علاوه­بر بروزرسانی و هوشمندسازی مؤلفه­های حکمرانی، باعث افزایش مشارکت اجتماعی در همه زمینه­ها به­ویژه در موضوع ژئوپلیتیک زیست­محیطی شود. برای دستیابی به هدف مذکور، این پژوهش با مرور مطالعات صورت گرفته در زمینه­های حکمرانی و متاورس و با استفاده از روش توصیفی- تحلیلی و با استناد به منابع کتابخانه­ای انجام شد. در این تحقیق ضمن پرسش از چرایی حرکت از گونه سوم به گونه اول مختصات حکمرانی و همچنین لزوم بروزرسانی مؤلفه­های ربع اول مختصات حکمرانی، با استفاده از صنعت نوظهور متاورس، مفهوم حکمرانی متاورسی تبیین و چارچوب تحلیلی آن در جهت رسیدن به شیوه­ای از حکمرانی جامعه محور- نتیجه محور - بومی محور، استدلال میشود. سپس مدیریت مشارکتی ماخوذ از نگاه حکمرانی متاورسی مطرح و شیوه­های کاربست این نوع از مدیریت در حل مسائل حوزۀ ژئوپلیتیک زیست­محیطی به بحث گذاشته می­شود.

The purpose of this study is to present a comprehensive and analytical framework of a type of governance that, in addition to updating and making the components of governance more intelligent, will increase social participation in all fields, especially in the issue of environmental geopolitics. In order to achieve the aforementioned goal, this research was conducted by reviewing the studies conducted in the fields of governance and metaverse, using the descriptive-analytical method and citing library sources. In this research, while asking why the movement from the third type to the first type of governance coordinates, as well as the need to update the components of the first quadrant of governance coordinates, using the emerging metaverse industry, the concept of metaverse governance is explained and its analytical framework in order to reach a way of governance. Community-oriented - result-oriented - native-oriented, it is argued. Then, participatory management derived from the perspective of metaverse governance is discussed and the methods of applying this type of management in solving environmental geopolitical issues are discussed. In general, the use of the metaverse industry in educational and interactive structures and its effect on the application of participatory management in the field of environmental geopolitics provides the possibility for the leaders of the country's environmental governance to change the paradigm in the way of governance from a government-centered to a community-centered type. Accelerate and change the country's environmental governance pillars from the third quadrant of coordinates to the first quadrant of governance types.

Introduction

One of the main concerns of popular and inclusive political governments in different fields is the way of interaction and participation of society members with different parts of government. Therefore, the success of governments in various social, economic, political, environmental, etc. fields is impossible without social participation. Therefore, a type of governance should be formed in countries according to characteristics such as customs, geometry of community relations, and local characteristics of the region, which in addition to increasing the participation of members of the community in decision-making and decision-making on various issues. It should have features such as dynamism, flexibility, connection to mass communication tools and upgradeability. During the past decades and with the changes that have occurred in the world society, the need to make smart and modernize governance patterns is felt more than ever.

Materials and Discussion

Therefore, the purpose of this study is to provide a comprehensive and analytical framework of a type of governance that, in addition to updating and making the components of governance more intelligent, will increase social participation in all fields, especially in the issue of environmental geopolitics. Results and Discussion

Considering that governance and metaverse were considered as key elements of this research, therefore, in the first step, the concepts of governance, metaverse, and environmental geopolitics, which have been chosen as the subject area of the study, were explained, and also in the next step, analysis was done. And analyzing the emerging concept of metaverse governance and presenting a framework for the application of participatory management (derived from metaverse governance) in the field of environmental geopolitics was put on the agenda. The results showed that the investigation of the effect of metaverse governance on the educational, interactive and collaborative structures of environmental geopolitical indicators can be interpreted in the two general sections of virtual reality technologies VR and AR, so that VR technology gives us the ability to create maps similar to It has been created for the harmful effects of environmental indicators such as the increase in dust storms, decrease in rainfall, increase in droughts and increase in desertification, etc., and people are amazed to see the real avatars related to the destructive effects of these phenomena. Therefore, VR technology can enter into this issue in the educational structures of people and officials by giving reality to the harmful effects of the illogical trend of environmental indicators, so that the general environmental policies of the country can be implemented in a real way. Let the metaverse platforms have a special place in education and raising awareness of governance elements. AR augmented reality technology can also be used in regional environmental diplomacy in order to simulate environmental indicators and objectively observe these phenomena such as dust storms, drying up of lakes, increase in deserts. Conclusion

In general and in total, the use of metaverse industry in educational and interactive structures and its effect on the application of participatory management in the field of environmental geopolitics provides the possibility for the leaders of environmental governance of the country that the paradigm change in the way of governance from The type of central government (hierarchical and top-down) should be accelerated to a community-centered type (network and partnership) and the elements of environmental governance of the country from the third quarter of the coordinates of the types of governance (central government-value-centered) to the first quarter of the types of governance. (society-oriented-result-oriented) change the situation and either update the first types of governance coordinates, or in other words, metaversal governance accelerates the changes of the third-first type and updating the first-first types of governance. In general, it can be said that changing the procedure from the third type to the first type of governance or updating the components of the first quarter of governance coordinates by using metaversal governance will improve the current situation in the field of environmental geopolitics, but definitely the result-oriented society method. Axis alone does not answer the basic goals and questions of green geopolitics, so this method of governance should be calibrated and updated with regional, indigenous, ethnic and religious requirements in each country. Therefore, Metaverse governance is looking for a type of community-oriented-result-oriented-local-oriented governance that, in addition to increasing interactions and social participation in different sectors, preserves regional values, norms and culture. is also This research can be very effective as an important and path-breaking tool in studying and investigating the change of environmental governance in the country.
