due to the groundwater over withdrawal, a huge groundwater level decline and aquifer volume deficit have been observed in many plains of the country. Qazvin Plain was chosen as a study area due to its highly dependence on groundwater in agricultural, domestic and industry sectors. In this research, the fluctuations of the groundwater level of Qazvin plain in the period of 2002-2022 were investigated and compared using GRACE satellite data and observation well data. In this paper, the groundwater level fluctuations in Qazvin plain were investigated using the data of two JPL and CSR products of the GRACE satellite and the groundwater resource index (GRI) on a monthly time series. The first step,The results show that the two GRACE satellite products and the observation well data follow the same trend. In the second step, the data of two GRACE satellite products and index (GRI) of Qazvin plain were evaluated and validated. the statistical indices of determination coefficient, correlation coefficient, absolute average error and Nash Sutcliffe coefficient were used to verify the difference between satellite data and index (GRI) . The coefficient of determination and correlation of the CSR product is equal to (R=0.91, R^2=0.83), the Nash Sutcliffe coefficient of the JPL product is equal to (NSE=0.72). The results of four statistical indices, indicate the accuracy and precision of GRACE satellite data, so we can conclude that in aquifers with insufficient observation wells, the GRACE satellite data can be used for groundwater management.
