Despite the high number of human casualties in Iran, this phenomenon has not been sufficiently studied. A review of the relevant research conducted so far shows that the number of relationships is low and at the same time their accuracy is questionable. In this study, the developed regional and global models have been evaluated to determine human casualties in the catchment area of Kan River located in Tehran. In this research, HEC-HMS has been used for hydrological simulation and HEC-RAS two-dimensional model has been used for flood simulation and estimation of parameters such as velocity, depth, and rate of flood rise in an unstable state. The spatial distribution of all parameters of both regional and global models according to the structure of the models was obtained in the GIS environment. Finally, the short-term risk of flood losses in the study basin was calculated using the results of the regional model. The regional model which was developed based on the hydraulic and morphological parameters of the basin and the global model which was designed for mortality due to dam failure were able to simulate historical events well, however, the regional model in all high-risk to low-risk areas has better results. The global model, which is a parametric model, was found to be acceptable for estimating model losses in the range of low-risk and predicting instantaneous flood mortality, by changing the average distribution parameter by twice the standard deviation. The use of both regional and global calibrated models is recommended in risk management and instantaneous floods crisis.}, keywords = {Kan Basin,flash Flood,Casualty,Regional casualty model,Global casualty model}, title_fa = {ارزیابی مدل‌های تخمین تلفات انسانی سیلاب‌های رودخانه‌ای در مقیاس منطقه‌ای و جهانی (مطالعه موردی: حوضه آبریز کن)}, abstract_fa = {سیلاب یکی از مهم ترین انواع بلایای طبیعی است که منجر به وقوع تخریب­های جدی به­ویژه در ایران می‌شود. علیرغم وقوع تلفات انسانی زیاد در ایران، به­عنوان پیامد ناشی از سیلاب ناگهانی[1]، هنوز بررسی این پدیده به میزان کافی انجام نشده است. مرور تحقیقات مرتبط انجام شده تاکنون، نشان­دهنده تعداد روابط کم و در عین حال دقت نه چندان مناسب آن­ها می­باشد. در این تحقیق مدل­های منطقه­ای[2] و جهانی[3] توسعه داده شده برای تعیین تلفات انسانی در سطح حوضه آبریز رودخانه کن واقع در تهران ارزیابی شده‌اند. در این تحقیق برای شبیه‌سازی هیدرولوژیکی از HEC-HMS و برای شبیه سازی سیل و برآورد پارامترهایی نظیر سرعت، عمق و سرعت بالا آمدن سیل در حالت غیرماندگار از مدل دوبعدی HEC-RAS استفاده شده است. توزیع مکانی کلیه پارامترهای هر دو مدل منطقه‌ای و جهانی با توجه به ساختار مدل­ها از برنامه نویسی در محیط GIS حاصل شد. در نهایت ریسک کوتاه مدت تلفات سیل در حوضه مطالعاتی با استفاده از نتایج مدل منطقه‌ای محاسبه گردید. مدل منطقه‌ای که براساس پارامترهای هیدرولیکی و مرفولوژیکی حوضه توسعه یافته است و مدل جهانی که برای مرگ و میر ناشی از شکست سد طراحی شده است بخوبی توانستند وقایع تاریخی را شبیه سازی نمایند با این تفاوت که مدل منطقه‌ای در همه پهنه‌های پرخطر تا کم خطر نتایج بهتری را بدست داد. در ارزیابی مدل جهانی که با توجه به ساختار آن و برخلاف مدل منطقه‌ای مدلی پارامتریک محسوب می‌گردد، مشخص شد که با تغییر پارامتر میانگین توزیع ارائه شده برای تخمین تلفات مدل جهانی برای محدوده کم خطر به اندازه دو برابر انحراف معیار، نتایج مدل جهانی نیز برای استفاده در پیش بینی مرگ و میر سیلاب­های آنی قابل قبول خواهد بود. بکارگیری هر دو مدل منطقه‌ای و جهانی واسنجی شده در مدیریت ریسک و بحران سیلاب­های آنی توصیه می‌گردد. [1] Flash flood[2] Regional[3] Global}, keywords_fa = {Kan Basin,flash Flood,Casualty,Regional casualty model,Global casualty model}, url = {https://ijswr.ut.ac.ir/article_83079.html}, eprint = {https://ijswr.ut.ac.ir/article_83079_59781681e08935be72abdaa18108f1b3.pdf} }
